410 Clair Road – Proposed Religious Establishment (Sikh Temple)

This e-mail is just to give you an update on the status of this application following the initial public meeting held on December 7, 2009. Staff have met with the applicants to be begin the process to discuss and respond to the issues raised at the initial Council public meeting. At our first meeting with the applicants, we learned that the application will be modified to include all of the lands currently known as 410 Clair Road (i.e. including the strip of land to the east that had not been included in the original zoning approval for the Nursing Home or in the original application affected the proposed religious establishment).

While the size of the proposed religious establishment has not been affected, the applicants now want to include all of the lands known as 410 Clair Road in the zoning application and develop additional lots along Goodwin Drive for detached dwellings. We also expect that the updated application will request the religious establishment as an additional permitted use to the uses previously approved (e.g. Nursing Home, apartment and retirement home).

This change will trigger the following additional steps:

The application now does affect the Goodwin Drive frontage and a second Notice of application sign has been requested to be posted.
A second statutory public meeting (no decision) will be required with City Council to explain the modified application.

Since a second statutory public meeting is required and due to the overwhelming community interest in this application, we (CDDS) intend to host a Neighbourhood Information meeting ahead of the second Public meeting with City Council. We are also pursuing options to have this meeting facilitated.

At this point, we are awaiting a formal resubmission from the applicant outlining the changes to the current application. Upon receipt of this information, we will send out a Notice of modified application to our original mailing list and all those who have asked to be kept informed. This notice will explain the revised application and have information about the timing of the Neighbourhood information meeting and when the application will come to Council for further public input (no decision).

The only thing we don’t know at this point is when all of this will happen. Should we get the information in the very near future, we could be looking at a Neighbourhood meeting in mid February, second statutory public meeting at the March, Council Planning meeting (March 1, 2010) and a decision meeting following this and ahead of the summer season.
