Adult School Crossing Guards

Staff memo.

Staff continue to struggle finding Adult Crossing Guards in sufficient number to fill all crossing locations. As part of the 2013 Operating Budget, Council was asked for (and approved) improvements in staff complement, wage and hours of work to assist in creating a more attractive employment opportunity. These measures have had very limited success. We are now regularly asking bylaw compliance officers, technical staff and the supervisor overseeing the program to perform the duties of an Adult Crossing Guard to address vacancies. This is affecting our revenue streams and on our ability to deliver on established work plans and internal expectations.

I am satisfied that all extraordinary effort has been expended by staff (working collaboratively with HR) to address this ongoing recruitment issue. The situation needs to be managed in a responsible manner, one that balances the need to oversee the crossing activities of elementary school children most at risk, the risk exposure for the City created by a vacated post and the expectation of parents to provide a safe walking environment for their children.

The need for Adult Crossing Guards is self-evident, especially on our arterial grid. This need will continue to grow as the city develops further. While unfortunate, the program cannot be sustained in its current format.
