The Downtown Guelph Business Association, who support this pilot, agreed to assist in monitoring available retail/commercial space downtown. They also offered their support in gathering financial information before and after the 2 hour free parking project was in place. Downtown businesses agreed to share percentage changes year-over-year in order to provide financial information about the pilot’s effectiveness vis-à-vis retail sales. They preferred this approach and will share this information with us, while retaining the businesses confidential financial information.
Operationally staff will be tracking:
Ticketing information – number, time limited vs. parking meter violations, difference in revenue
Number of identified abusers
Prosecution of time limited parking violations and enforcement issues (if any)
Number and dollar value of tickets paid by the City for second violations during the pilot
Tracking of public/merchant comments
Impact on revenue in off street facilities
Impact on occupancy in off street facilities Staff
