Fall leaf pick-up Q & A

I have received a couple of phone calls regarding the City’s fall leaf pick-up schedule. A concern was raised that some streets are being cleared, when many trees are still holding on to their foliage. The following Q and A was provided by staff:

What is the cost of the fall leaf pick-up program?
The Loose Leaf Collection Program is funded to provide one pass per street each year ($249,000). Staff wait as long as we can before we start but ultimately the job must be completed before snow arrives. We are aware of the maples holding on even longer than usual this year. This may be a result of the abundance of fair weather in October. We’re watching the situation as we progress to determine how the situation develops over the next few days.

Is the fall leaf pick-up work contracted out?
Primarily done by our staff. Hauling is contracted out.

How long does it take to do the whole city?
Around 10 days depending on the working and leaf conditions.

When do you usually start?
First week of November.

Has this changed over the years?
Yes, the program used to start in October and took 6+ weeks to complete. It was very inefficient because it wasn’t considered a ‘department’ responsibility. This resulted in re-doing streets several times. Staff we’re challenged to address the obvious problems and, now, we’ve dedicated much more resource to the activity. This allowed us to start much later giving more tree species more time to drop their leaves.

If there are still leaves on the trees when it does snow, and they drop, what are the complications to snow clearance?
Most of the leaves will be removed. Leaves that remain shouldn’t be a large issue. The greater concern is not starting soon enough, getting a early winter storm and having the leaves freeze in place. I’ve seen this happen once in Guelph, and we were literally unable to clear the leaves until the spring when they thawed.

What can residents do if they require assistance with their yard maintenance?
Staff are aware of the difficulties seniors/physically challenged residents have when the City is unable to provide a service whether it be leaf collection, snow removal or other property maintenance issues. There are many neighbourhood volunteer groups who may be able to offer assistance to these residents.
